Graphite battle escalates! U.S. government agency "debt-to-equity" strategy invests in Australian mining company.

The US International Development Finance Corporation (DFC) is converting a loan it provided to graphite producer Syrah Resources Ltd. into equity. Currently, the US federal government is seeking to strengthen access to critical metals and reduce dependence on China.
According to a statement, DFC will convert its existing $31 million loan in two phases into shares of Syrah, which will give it approximately 20% ownership of the company. Syrah operates one of the world's largest graphite mines in northern Mozambique. The agency will also provide an additional $15 million to a subsidiary responsible for the project.
This transaction still requires due diligence and government approval. Once completed, DFC will become the second largest shareholder of Syrah, an Australian-headquartered company. Previously, the Trump administration has made a series of deals in mining and mineral processing domestically and internationally - areas where China has a leading advantage over the US.
Graphite is a crucial material for the negative electrodes of lithium-ion batteries used in electric vehicles and energy storage systems. According to data from the US Geological Survey, China accounted for 78% of global graphite production last year, with even higher shares in the manufacture of battery-grade high-purity graphite products.
DFC CEO Adam Boehler stated, "In today's global competition, economic security is national security. Through this transaction, we will ensure that the United States has access to one of the largest graphite reserves in the world, provide job opportunities for Americans and allies, and support a valuable economic hub for the Mozambican people."
Recently, DFC also agreed to provide $600 million in funding to a consortium led by professional investment firm Orion Resource Partners, which has announced an agreement to acquire shares of Katanga Mining's copper-cobalt mine in the Democratic Republic of Congo. Additionally, DFC is considering providing $700 million in funding for a tungsten mine in Kazakhstan, and has already agreed to a loan of $565 million for the development of a rare earth mine in Brazil.
Syrah has been facing challenges in the market due to oversupply caused by low-priced synthetic graphite manufactured by Chinese producers. DFC's financial support has helped the company continue its operations.
Syrah also operates a factory in Louisiana that converts graphite into materials for electric vehicle battery negative electrodes, but the process of finalizing a purchase agreement with Tesla has been repeatedly delayed.
