Wang Qiuping, spokesperson and director of the News and Publicity Department of the State Administration for Market Regulation: Ladies and gentlemen, media friends, good morning! As the spring breeze warms the earth, we have just stepped into the Year of the Horse in the Chinese calendar, welcoming the beginning of the "14th Five-Year Plan." I am pleased to gather with journalists again in this hopeful season. Following the quarterly schedule, we are here to kick off the first quarter routine press conference of this year.
Market regulation work is about vitality and people's well-being. Over the past year, we have focused on reform and service to create a unified, open, and orderly market environment. In the new year, we will continue to uphold the original intention of "regulation for the people" and bravely shoulder the mission of "serving development." In this new journey, we will work hard to write a new chapter.
Next, I will report on recent key work progress.
Implementing measures to optimize the business environment. Recently, the General Administration officially released two new standards, the "Business Entity Registration Document Standard (2026 Edition)" and the "Business Entity Registration Submission Material Standard (2026 Edition)." The new standards will be fully implemented from May 1 to improve registration service efficiency by strengthening accurate information collection, preventing the risk of false registration, and enhancing the use of electronic signatures.
The "Credit Repair Service Year" has produced significant results. Since the launch of the "Credit Repair Service Year" in March of last year, local market supervision departments have repaired the credit of 13.9048 million business entities. Repairing business credit rebuilds market confidence. In the next step, the General Administration will continue to consolidate the results of the activity, optimize and upgrade the national unified credit repair platform, issue service guides, deepen innovative pilots, and provide more standardized, efficient, and convenient credit repair services.
Anti-monopoly and anti-unfair competition work is advancing in depth. In the first quarter, we have issued multiple new regulations, including the newly revised "Provisions on Prohibiting Abuses of Administrative Power to Exclude or Restrict Competition," which targets administrative monopolies; the "Anti-Monopoly Guidelines in the Public Utility Sector" and the "Anti-Monopoly Compliance Guidelines for Internet Platforms," focusing on key areas to guide and regulate development; and the formulation of the "Regulations on the Protection of Trade Secrets," strengthening business trade secret protection and cracking down on unfair competition behavior that infringes on trade secrets. We have also released the "Price Compliance Guidelines for the Automobile Industry" to stabilize market expectations and regulate the price competition order in the automotive market.
The "Regulations on Improving the Trustee Review System for Business Concentration" announced today will further enhance the efficiency of the review process and take the trustee review work to a new level.
Leading development in emerging fields. Since the beginning of this year, we have published 798 national standards in emerging fields, transportation and logistics, safety production, and people's livelihood security. In the fields of intelligent connected vehicles, life and health, smart meters, physical and chemical principles, we have issued 32 national metrology technical specifications to effectively support industrial technology iteration and upgrading.
Continued efforts in supervising industrial product sales online. To address the persistent problems of online counterfeiting and product quality safety, we will formulate a "List of Key Industrial Products for Online Sales" as an important part of the "Regulations on the Supervision and Management of Quality and Safety of Key Industrial Products Sold Online." This list will effectively promote the implementation of the "Regulations" and will be open for public opinion soon.
Upgrading special equipment safety governance. The 2026 edition of the "Rules for the Management of Special Equipment Use" was officially released on the General Administration's official website today and will be formally implemented on May 1. The introduction of the new rules will further standardize the management of the use of special equipment, effectively implement safety responsibility, strengthen the safety defense of special equipment, and effectively protect people's lives and property.
Precision enforcement actions. Recently, the General Administration deployed multiple special enforcement actions: first, a six-month cleanup of ambiguous terms in relevant advertisements, to clear the market and ensure real information; second, a joint law enforcement action to combat "fake certificates, fake institutions, fake products, and fake websites" in the fields of jewelry, precious metal jewelry, and redwood products, aiming to eliminate fake products at the source; third, a series of actions to ensure compliance with online food safety regulations, focusing on addressing prominent issues in online food sales, health foods, and food endorsed by influencers; and fourth, comprehensive governance of the liquor industry, cracking down on illegal and irregular activities, and safeguarding food safety.
Additionally, two special points: first, the "Measures for the Implementation of the Food Safety Responsibility Supervision and Management Regulations for Live E-commerce Operators" and the "Measures for the Implementation of the Food Safety Responsibility Supervision and Management Regulations for Food Sales Chain Enterprises" took effect today. Please take note. Second, the "Measures for the Implementation of the Fair Competition Review Regulations (Draft Amendments)" will soon be open for public opinion, and we invite suggestions from all sectors of society.

Market supervision is our mission, and we will continue to move forward without stopping. With a firm determination and solid work, we will guard the market's clear sky and protect a better life.
Next, we will move on to the question-and-answer session. Media friends, please raise your hand to indicate your interest and state your organization.
Phoenix TV Journalist: You mentioned that the State Administration for Market Regulation recently initiated an investigation and evaluation of the competitive situation in the food delivery platform service industry. What are the latest developments in this regard?
Wang Qiuping: This investigation is aimed at addressing issues such as "subsidy competition," "price competition," and "traffic control" in the industry. We have been conducting on-site investigations at relevant food delivery platforms, gathering comprehensive information. We have also organized meetings with businesses and industry associations to gather feedback. Through face-to-face interviews and surveys, we are collecting input from various stakeholders, including platform operators, delivery drivers, and consumers. Going forward, we will continue to delve into the behaviors of food delivery platforms, analyze the market competition situation, and propose appropriate regulatory measures.
CCTV Financial Program Journalist: Can you provide an update on the "3.15" expos and the subsequent enforcement actions taken by the State Administration for Market Regulation?
Wang Qiuping: In response to the issues exposed during the "3.15" program, we have swiftly deployed enforcement teams to investigate and take action in accordance with the law. We have conducted surprise inspections, seized relevant products, and initiated investigations into companies involved in various violations. We are closely monitoring the progress of these enforcement actions and will continue to hold accountable those who violate regulations and harm consumer rights.
Central Commission for Discipline Inspection Journalist: I have noticed that the State Administration for Market Regulation recently launched an education and rectification campaign for its enforcement teams called "Clean Governance and Iron Discipline." Could you provide some information about this initiative?
Wang Qiuping: The "Clean Governance and Iron Discipline" campaign aims to reinforce the idea of serving the people and maintaining high standards in enforcement actions. It focuses on three main tasks: strengthening ideological foundations, enhancing professional skills, and ensuring strict discipline. We are conducting discussions on the importance of law enforcement for the people and providing training to improve the capabilities of frontline staff. We are also conducting self-inspections, correcting improper behaviors, and taking strict action against any violations. This campaign will help build a law enforcement team that is trusted by the party and satisfying to the people.
Thank you for your continued support. The progress in market supervision is a result of everyone's efforts to record, witness, and drive forward. Let us continue to work together on the path ahead, responding to concerns with facts, actions, and safeguarding a fair and orderly market environment. This concludes today's press conference. Thank you once again!
