In order to ensure that the government does not have to stop providing education, social welfare, healthcare, security and other public services closely related to citizens at the start of the new fiscal year on April 1st this year due to a lack of resources, it is necessary for the government to put forward relevant proposals.
The Legislative Council of Hong Kong has passed a resolution on temporary funding, allowing the Hong Kong Special Administrative Region Government to continue to obtain the necessary resources to provide various services until the new fiscal year begins on April 1st and the new budget is implemented. The Secretary for Financial Affairs and Treasury of Hong Kong, Christopher Hui, stated that the Legislative Council will resume the second reading debate on the Appropriation Bill 2026 at the meeting on April 22nd and the third reading will be conducted on April 29th. To ensure that the government will not stop providing education, social welfare, healthcare, security, and other public services essential to the citizens due to lack of resources when the new fiscal year begins on April 1st, it is necessary for the government to propose relevant motions. Christopher Hui stated that the total amount of temporary funding that the Hong Kong government can utilize before the implementation of the Appropriation Bill 2026 is 1817.09402 billion Hong Kong dollars, approximately 28% of the total allocation of 6524.70746 billion Hong Kong dollars under the Appropriation Bill 2026. For recurrent expenditures, the government typically applies for 20% of the annual allocation as temporary funding. After the resolution on temporary funding is passed, various procedures including publishing in the Government Gazette and issuing temporary funding orders need to be completed before government departments can pay their expenses as usual on April 1st. Once the Appropriation Bill 2026 is passed and implemented, the temporary funding will be incorporated into it.
