Hong Kong's cultural and creative industries have been promoted through the "CreateSmart Initiative" to drive the development of advertising, architecture, design, digital entertainment, music, printing and publishing, and television. The government has invested approximately HK$6.4 billion in the initiative and approximately HK$2.9 billion in the film development fund.
On January 28, the Commissioner for Tourism of Hong Kong, Ms. Rebecca Lai, stated at a briefing of the Information Technology and Broadcasting Committee of the Legislative Council that the Hong Kong Tourism Board's Creative Industries division is responsible for promoting the development of the creative industries in Hong Kong. The division operates on an industry-led approach, actively supporting the industry's development. The Creative Industries division promotes various sectors such as advertising, architecture, design, digital entertainment, music, printing and publishing, and television through the "CreateSmart Initiative," as well as supporting the development of the film industry through the Film Development Fund. The Hong Kong government has allocated approximately HK $6.4 billion to the program and around HK $2.9 billion to the fund. Following the industry-led approach, the Creative Industries division supports various initiatives in the industry, including talent development programs, participation in exhibitions to expand business opportunities, promoting cross-industry collaboration, enhancing intellectual property rights development, and organizing events such as the Hong Kong Fashion Week and Design Gala. The purpose of the Hong Kong Fashion Week is to establish Hong Kong as a fashion design center in Asia, while the Design Gala aims to enhance Hong Kong's position as a creative hub in the region. Both initiatives contribute to solidifying Hong Kong's role as a center for cultural and artistic exchanges between East and West. The film industry is a crucial pillar of Hong Kong's creative industries. Since 2005, the Hong Kong government has approved over 490 projects through the Film Development Fund, providing support for the long-term development of the film industry, improving the quality and quantity of film production, and nurturing new talents. Furthermore, the Creative Industries division has launched various programs through the Film Development Fund to support film production and co-productions with different countries, expanding the Hong Kong film production and market, organizing industry visits to mainland China and overseas, participating in international film festivals to increase the exposure of Hong Kong films, as well as engaging in exchange activities and matchmaking platforms to expand the market. In the past two years, the Creative Industries division has actively promoted film tourism, organizing exhibitions such as the "Kowloon City Walled Village Light and Shadow Tour" and the "Yau Ma Tei Police Station Light and Shadow Tour," attracting many citizens and tourists with a positive response. The Hong Kong government will continue to closely communicate with the industry and utilize the Film Development Fund to support the development of the Hong Kong film industry.
