On January 21st, the Ministry of Finance and four other departments issued a notice regarding matters related to duty-free shops at ports of entry, establishing and adjusting a batch of duty-free shops at ports of entry. It mentions that one duty-free shop will be newly set up in each of the 41 ports, including Wuhan Tianhe International Airport. After the establishment of the duty-free shop at Hengqin Port, residents of Macau entering the port will be allowed to purchase a certain amount (within 15,000 RMB) of duty-free goods. Additionally, duty-free shops will continue to be established at 11 ports, such as Haikou Meilan International Airport and Shekou Cruise Center, while the establishment of duty-free shops at three ports, including Qingdao Liuting International Airport and Guangzhou East Train Station, will be stopped. After the Xiamen Gaoqi International Airport passenger routes are transferred to Xiamen Xiang'an International Airport, the establishment of duty-free shops at Xiamen Gaoqi International Airport will be stopped.
The notice also includes guidelines for the establishment and management of duty-free shops at ports of entry, with relevant departments of the provincial and municipal governments responsible for overseeing the bidding process and ensuring compliance with relevant laws and regulations. Qualified companies eligible to participate in the bidding process must have been approved by the State Council and possess the necessary qualifications for duty-free goods operation.
Provincial and municipal governments where duty-free shops are located are required to take responsibility for enhancing coordination, improving local management mechanisms, preventing the resale of duty-free goods, and effectively managing smuggling risks.
