A government spokesperson stated that the business environment for small and medium-sized enterprises is expected to continue to improve by December 2025. The current trend index for business profits increased in December, and the index for the outlook for the next month also remained relatively high. At the same time, overall employment conditions also showed further improvement.
The Census and Statistics Department of the Hong Kong Government released the results of the monthly survey on the business performance of small and medium-sized enterprises (SMEs) in December 2025. The current trend index of business revenue for SMEs increased from 44.5 in November 2025 in the contraction zone to 44.9 in December 2025, while the business revenue outlook index for the next month (January 2026) is 47.3. By industry analysis, the current trend index of business revenue for some industries covered in the survey increased in December 2025 compared to the previous month, especially in the real estate industry (from 47.1 to 49.3) and the import and export trade industry (from 44.7 to 46.4). The current trend index of new orders in the import and export trade industry increased from 46.0 in November 2025 to 47.7 in December 2025, while the outlook index for new orders for the next month (January 2026) is 48.4. A government spokesperson stated that the business atmosphere for SMEs in December 2025 continued to recover. The current trend index of business revenue increased in December, and the outlook index for the situation in the next month remained relatively high. At the same time, the overall employment situation also showed further improvement. Looking ahead, the positive momentum of the Hong Kong economy should provide support to the local business environment. The government will closely monitor various uncertainties in the external environment.
