Starting from December 18, 2025, Hainan Free Trade Port officially implemented a full-island closing policy.
At this point, a series of closing policies and supporting documents, such as the import tariff commodity catalog, goods circulation tax policy, prohibition and restriction list, processing value-added duty-free policy for domestic sales, and customs supervision measures, are simultaneously implemented.
The closing policy marks the beginning of a new stage in the construction of the Hainan Free Trade Port. After the closure, the opening areas will continue to expand, and efforts will be made to continuously improve the policy system, striving to create an important gateway leading China's new era of opening up to the outside world.
