The government spokesperson stated that after the significant improvement recorded in the past few months, the business environment for small and medium-sized enterprises has remained relatively stable in mid-November.
On December 9, the Census and Statistics Department of the Hong Kong Special Administrative Region Government released the results of the November 2025 Business Situation Survey for small and medium-sized enterprises (SMEs). The current trend index of business receipts for SMEs dropped from 44.8 in October 2025 to 44.5 in November 2025, with an outlook index of 47.5 for the next month (December 2025). By industry analysis, some industries covered in the survey saw a decrease in the current trend index of business receipts in November 2025 compared to the previous month, especially in the logistics industry (from 43.3 to 42.2) and the import and export trade industry (from 45.7 to 44.7). The current trend index of new orders in the import and export trade industry decreased from 47.1 in October 2025 to 46.0 in November 2025, with an outlook index of 47.4 for the next month (December 2025). A government spokesperson stated that after significant improvements in the past few months, the business environment for SMEs in November remained relatively stable. Although the current trend index for business receipts slightly decreased from the previous month's high, the index for the outlook for the next month remained high. At the same time, overall employment conditions slightly improved compared to the previous month. Looking ahead, further steady economic growth in Hong Kong will support the local business environment. However, uncertainties in the external environment persist, and the government will closely monitor the situation.
