The deadline for feedback is November 16. Among the proposed regulations, platform providers should prominently display their operating qualifications on the main page of the networked catering service providers. Platform providers should also label networked catering service providers who do not offer dine-in services (referred to as non-dine-in delivery providers) as "No Dine-In."
The "Regulations" focus on key food safety issues in online catering services, emphasizing the core responsibilities of all parties involved, including third-party platform providers and networked catering service providers, to enhance overall risk prevention and control. The regulations address systemic weaknesses in platform responsibility clarity, inadequate management of networked catering service providers, and lack of transparency in food safety information in online catering services.
The "Regulations" aim to clarify the responsibilities and boundaries of platform providers with third-party organizations, networked catering service providers, and entrusted delivery units concerning food safety. The regulations also specify requirements for platform providers in terms of auditing the operating qualifications of networked catering service providers, conducting regular monitoring spot checks, and transparently disclosing information to effectively prevent the occurrence of "ghost deliveries."
Additionally, the "Regulations" aim to regulate the operations of non-dine-in delivery providers, enhance the coordination efficiency between platforms and regulatory authorities, promote social governance of food safety in online catering services, and provide institutional support to further enhance the level of food safety assurance in online catering and ensure the "food safety on the tip of people's tongues."
