The General Office of the People's Government of Hainan Province issued the "Hainan Province's "Fifteenth Five-Year Plan" for the development of the high-tech industry", which mentioned accelerating the construction of the electronic information manufacturing industry ecosystem with the coordinated development of "chip design-driven, advanced packaging breakthrough, and repair and manufacturing extension". Strengthen the integrated circuit design in the upstream, attract chip design companies in high-end displays, smart sensors, smart computing and other fields, connect with local packaging and testing capabilities, plan to build an integrated circuit design public service platform, enhance basic services such as EDA tools, IP design, and AI assistance. Strengthen advanced packaging and testing in the midstream, expand semiconductor device and power module manufacturing capabilities, develop high value-added products such as smart power modules and high-end sensors. Support companies to actively apply advanced packaging technologies such as 2.5D/3D, wafer-level and system-level, introduce packaging and testing equipment manufacturers and third-party testing institutions, enhance local packaging, testing, and verification capabilities, match chip design upstream and terminal manufacturing downstream. Driven by market demand, actively layout third-generation semiconductors, deepen research and application of semiconductor materials such as silicon carbide, gallium nitride, and indium phosphide, plan to explore new testing and packaging tracks in high-speed storage, optical communication, and AI computing fields. Expand product repair and manufacturing downstream, focus on ensuring the production and expansion of manufacturing lines for high-performance servers, IT products, display terminals, digital energy, etc., support companies in carrying out intelligent and flexible upgrade and transformation, gradually forming localized production capacity coordination. Leveraging the advantages of Hainan Free Trade Port's opening policy, expand semiconductor equipment, storage products, mobile terminals and other maintenance, testing, and remanufacturing formats to the international market.
