State-owned enterprises holding listed companies are the core carriers of national strategy and the "basic plate" of the capital market. Their total market value accounts for about 30% of A-shares, playing a key role in maintaining the healthy and stable development of the market. In recent years, under the promotion of a series of new policies by the China Securities Regulatory Commission and the State-owned Assets Supervision and Administration Commission of the State Council, "market value management" has escalated from a marginal topic to the core strategy of central SOEs. Since 2024, the National New Central Enterprises Composite Index, which reflects the trend of central SOEs, has risen by more than 20%, with a strong market response.
