Four departments: The competent commerce authorities at all levels should strengthen the construction of local second-hand car export credit evaluation system.

The Ministry of Commerce, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the General Administration of Customs issued a notice on further strengthening the management of used car exports. It pointed out the establishment of dynamic management and exit mechanisms for enterprises. Local commerce authorities should strengthen the construction of a local credit evaluation system for the export of used cars, conduct daily supervision and dynamic management of enterprises in accordance with the "Negative List of Dishonest Behaviors in Used Car Exports", regulate the business behavior of enterprises and the order of export competition. Enterprises with dishonest behaviors should be promptly interviewed. Enterprises with multiple dishonest behaviors, failure to provide timely export vehicle repair technology and spare parts support, failure to fulfill quality assurance obligations, or legal persons and related individuals who set up another company to engage in the export of used cars should be ordered to formulate and implement rectification measures for their previous dishonest behaviors. When accepting and reviewing their export license applications, the decision on whether to grant a permit should be made based on a comprehensive consideration of the implementation of rectification measures.
