Shanghai issues several measures to strengthen and improve the management of school canteens in primary and secondary schools.

On November 14th, the Shanghai Municipal Education Commission, Shanghai Municipal Market Supervision Administration, Shanghai Municipal Health Commission, and Shanghai Municipal Development and Reform Commission jointly issued a notice on "Several Measures to Strengthen and Improve the Management of School Campus Meals in Shanghai." The "Several Measures" propose twelve measures in four major aspects including establishing sound management systems, enhancing food quality assurance, strengthening parental and student supervision, and improving supervision efficiency. In terms of establishing sound management systems, the notice suggests improving the three-level management system, with the municipal level providing overall guidance, organizing regular special governance activities; each district should implement supervisory responsibilities, ensuring full-process supervision of school campus meals within their jurisdiction; schools should fulfill their main responsibilities, implement meal supply process management, openly accept supervision, prevent safety risks, and handle emergencies. Schools that outsource cafeteria operations should select meal service providers through open bidding, and these providers should have food operation permits, be able to assume food safety responsibilities, and have a good social reputation. In terms of enhancing food quality assurance, the notice suggests compiling dosed recipes for different age groups to ensure scientifically balanced and nutritionally complete meals. Schools should publicly display and rotate dosed recipes every week. Schools with conditions are encouraged to implement a self-service meal selection mode. Supply chain management of ingredients should be strengthened. The market supervision and management department should strictly control the admission permits of food supply and operation entities and strengthen daily supervision of these entities. In terms of strengthening parental and student supervision, schools should increase the participation of parent representatives in key processes such as bidding for meal service providers, menu formulation, daily inspections, and monitoring food prices. Schools should actively disclose complaint channels at the district and school levels to students and parents, promptly handle, resolve, and provide feedback on complaints. Schools should strictly implement the system of school leaders and related personnel dining with students daily, and publicly announce specific dining arrangements. In terms of enhancing supervision efficiency, the notice suggests deepening the construction of "Internet + transparent kitchen" in school cafeterias, creating "sunshine canteens" to improve the intelligent supervision level of campus food safety.
