Shanghai issues guidelines for the bidding and tendering work of providing meal services in primary and secondary school cafeterias.
On November 14th, the Shanghai Municipal Education Commission issued a notice on "Guiding Opinions on Further Improving the Bidding Work of Canteen Services in Primary and Secondary Schools in Shanghai." The "Guiding Opinions" clearly state that if social forces are introduced to contract or entrust the operation of school canteens, they should select catering service units that have obtained food operation permits in accordance with the law, can bear food safety responsibilities, and have good social reputation through open bidding. Food safety, nutritional health, meal quality, satisfaction, etc. should be core requirements of the bidding work. School canteen services should ensure reasonable prices and clearly define the proportion of food costs in the meal standards. Bidding notices and bid results should be actively made public, and accept supervision from teachers, students, parents, and the public. Ensure that parent representatives, teaching and administrative staff participate in bidding and service evaluations in accordance with the law. Establish a scientific evaluation system and strict exit mechanism, and dynamically manage catering service units.
