After two years of decline in the number of personnel in the German Federal Defense Force, there are currently about 182,000 people, and the German government plans to expand to around 260,000 people. There were disagreements in the German political circles over the conscription system. However, after several weeks of negotiations, the German ruling coalition reached a consensus on a new model of voluntary military service on November 13th, intending to adopt a mixed military service model, with voluntary military service taking priority, and mandatory military service being activated when there is a shortage of personnel. The new version of the voluntary military service act is expected to take effect in early 2026. The act stipulates that in the event of a deteriorating national security situation in Germany or if the number of voluntary recruits is insufficient to meet the military's needs, compulsory conscription can be initiated through a parliamentary vote.
