Li Lecheng pointed out that the Fourth Plenary Session of the 20th CPC Central Committee clearly put forward the goal of "promoting the development of small and medium-sized enterprises specializing in innovation and technology", which further clarified the direction for the work of small and medium-sized enterprises. The Ministry of Industry and Information Technology will deeply understand General Secretary Xi Jinping's important remarks on promoting the development of small and medium-sized enterprises, thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, work together with all parties, take the cultivation of high-quality enterprises as an important lever and key support to develop new productive forces, promote new industrialization, and build a modern industrial system, and further strengthen the implementation. First, strengthen the position of enterprises as the main innovators. Build more national-level innovation platforms for enterprises, explore the establishment of specialized innovation and technology empowerment centers, and promote seamless connection between innovation chains and industrial chains. Second, enhance the support role of high-quality enterprises in the industrial chain. Increase efforts to cultivate high-quality enterprises in weak links of the industrial chain, consolidate the basic strength formed by science and technology and innovation-oriented small and medium-sized enterprises, strengthen the backbone formed by specialized, innovative, and technological small and medium-sized enterprises and high-tech enterprises, and enhance the strength of small and medium-sized enterprises specializing in innovation and technology and manufacturing single-item champions. Third, optimize the business development ecosystem. Establish and utilize a national service network for small and medium-sized enterprises, develop an overseas service system for small and medium-sized enterprises, strengthen precise financial support, and guide more social capital to support the growth of small and medium-sized enterprises in the start-up period.
