Ministry of Emergency Management: Continuously advance the whole-chain special campaign to "crack down on illegal activities and violations," and severely crack down on illegal and unlawful acts such as the illegal production, operation, and transportation of fireworks and firecrackers.
On October 16, the Ministry of Emergency Management held its quarterly regular press conference.
On October 16, the Ministry of Emergency Management held a quarterly routine press conference. Mr. Zhang Xinglin, Safety Production Supervision Commissioner of the Ministry of Emergency Management, pointed out that the current period is the peak season for fireworks and firecracker production. Affected by several typical accidents this year and changes in market supply and demand, the phenomenon of illegal and unlawful production and operation of fireworks and firecrackers has rebounded in some areas. To strengthen safety supervision, the Ministry of Emergency Management mainly adopted measures in four areas. First, on September 29, it held a national video conference on fireworks and firecracker safety production, analyzed the main existing problems, assessed the safety situation during the peak season, and made arrangements for key safety supervision work. Second, it continued to advance the whole-chain special campaign to "crack down on illegal activities and violations," and severely cracked down on illegal and unlawful acts such as the production and operation of substandard or prohibited products, the illegal production, operation, and transportation of fireworks and firecrackers, and online sales with offline delivery. Third, it strengthened safety risk reminders at different stages of the peak season, guided and urged all regions to strengthen targeted control measures, and strictly prevented various accidents. Fourth, it further strengthened unannounced inspections in key areas and during key periods, used the safety risk monitoring and early warning system to carry out online spot checks, and resolutely prevented various accidents and related serious incidents.
The transcript is as follows:
Shen Zhanli, Spokesperson of the Ministry of Emergency Management and Director of the News Publicity Department:
Friends from the media:
Good morning, everyone! Welcome to the press conference of the Ministry of Emergency Management. Today's press conference is mainly to introduce to you the specific measures taken by the Office of the Work Safety Committee of the State Council and the Ministry of Emergency Management to implement the spirit of the national video conference on work safety and further strengthen work safety. Attending today's press conference are Mr. Zhang Xinglin, Mr. Yu Dexuan, and Mr. Sun Wende, Safety Production Supervision Commissioners of the Ministry of Emergency Management.
In recent years, China's work safety situation has generally remained stable and improved. Since the beginning of this year, the total number of accidents has continued to decline, but major and especially serious production safety accidents have occurred in some places, with very profound lessons. In response to the severe situation facing work safety, the Office of the Work Safety Committee of the State Council and the Ministry of Emergency Management conscientiously implemented the deployment requirements of the national video conference on work safety, carefully and solidly carried out various work safety measures, and made every effort to prevent and contain major and especially serious accidents. Here, I will focus on three areas of work.
Shen Zhanli:
First, we carried out unannounced inspections and investigations with real resolve and hard measures. We fully leveraged the "sword" role of central work safety assessment and inspection, started from both "supervising governments" and "inspecting enterprises," and adhered to "more notifications, more supervision letters, more unannounced visits, more filming of hidden danger scenes, and more uncovering of those who 'let things slide.'" We deeply carried out unannounced inspections and investigations and "look-backs," went down to the front line to understand the real situation, identify problems, and promote rectification, and continuously conveyed the clear orientation that "it will only become stricter" and the firm attitude of "tracking problems to the end." During the Mid-Autumn Festival and National Day period, the Office of the Work Safety Committee of the State Council and the Ministry of Emergency Management specially deployed safety prevention work and conducted daily video scheduling, dispatched unannounced inspection teams led by ministry leaders to 18 provinces, focused on "what the major risks are, where they are, and how to prevent them," carried out unannounced inspections, investigations, and surprise inspections under the "four noes and two straights" approach, provided point-to-point risk reminders for discovered problems and hidden dangers, urged rectification and remediation, and drove localities, relevant departments, and the headquarters of central enterprises to simultaneously dispatch unannounced inspection teams, using full coverage of unannounced inspections to prevent and resolve holiday safety risks. At the same time, we increased public media exposure and warning education, invited media reporters to conduct in-depth interviews, exposed a number of major problems, hidden dangers, and typical cases, and formed a strong deterrent effect.
Second, we strictly enforced work safety supervision and law enforcement. We highlighted major risk scenarios, strictly prevented fire accidents, and, in response to prominent problems such as illegal hot work operations, aging electrical circuits, and substandard flame-retardant or insulation materials, as well as high-rise building fire risks, continued to deepen special rectification, accelerated the "removal of window barriers and breaking of nets," and opened up "life passages." We severely cracked down on illegal subcontracting and division of contracts, standardized the safety management of outsourced operations in industries such as mining, construction, and chemicals, urged contracting entities to supervise subcontractors, and eliminated "replacing management with contracting" and "contracting without managing." We strengthened safety management in mixed production and operation sites such as "factories within factories" and "parks within parks," compacted the responsibilities of property owners and lessees, clarified the functional zoning of production, storage, and residential use, and vigorously rectified problems such as illegal production and operation, unauthorized and disorderly electrical wiring, and insufficient safety protection distances, resolutely avoiding mass casualties. We struck hard in carrying out the "crackdown on illegal activities and violations." For serious illegal and unlawful acts, we decisively adopted measures such as "dual punishment for one case," suspension of production for rectification, and requests for closure. Where major and especially serious accidents occurred, we strictly pursued accountability in accordance with laws and regulations. We increased the linkage between administrative and criminal enforcement, improved and perfected the collaborative mechanism for work safety administrative-criminal linkage, resolutely transferred cases meeting the conditions for transfer to judicial organs, and punished illegal and criminal acts in work safety in accordance with the law.
Shen Zhanli:
Third, we deepened fundamental rectification and tackling of key industries and sectors. We increased mine safety governance, advanced the hard implementation of the "eight hard measures" through "one mine, one checklist," and strictly managed and investigated problems such as concealed working faces, production with excess personnel or beyond capacity, and entering mines without positioning cards. We strengthened whole-chain safety supervision of fireworks and firecrackers, did a good job in safety work in all links including production, storage, sales, transportation, delivery, and discharge, strictly implemented relevant mandatory national standards, and severely cracked down on all kinds of illegal and unlawful acts. We strengthened tourism and transportation safety management, urged scenic areas to strengthen routine maintenance of facilities and equipment such as suspension bridges, plank roads, cableways, cable cars, and sightseeing vehicles and boats, strictly prevented operation "with illness" and operation with excess passengers or overload, and severely cracked down on illegal acts such as "three overages and one fatigue" and the illegal carrying of passengers by trucks and agricultural vehicles. We carried out special safety rectification of shipbuilding and repair enterprises, urged all localities and relevant departments to comprehensively investigate all types of shipbuilding and repair enterprises, and focused on rectifying problems and hidden dangers in high-risk links such as confined space operations, lifting and hoisting, and the storage and use of hazardous chemicals. In addition, targeted safety measures were also taken for key industries and sectors such as hazardous chemicals, industry and trade, construction, and fishing vessels.
At present, we have entered the fourth quarter. From historical data, the fourth quarter has always been a period of high accident incidence. Some enterprises are prone to rushing schedules, catching up on progress, and producing beyond capacity or intensity, intensifying accident risks. We must adhere to the people first and life first, transform the sense of responsibility of "always being uneasy" into the action ability of "having confidence in everything," and resolutely stabilize the work safety situation.
The above is the relevant information reported to everyone. Next, we will enter the question-and-answer session. Before asking questions, please state the news organization you represent.
Reporter from CCTV News Channel:
Recently, the General Office of the State Council issued opinions on further strengthening whole-chain safety supervision of fireworks and firecrackers. What are the key measures, and what prominent problems in the field of fireworks and firecrackers will they help solve?
Zhang Xinglin, Safety Production Supervision Commissioner of the Ministry of Emergency Management:
Thank you for your question. In recent years, the national work safety situation for fireworks and firecrackers has generally been stable, but some typical accidents since the beginning of this year have exposed prominent problems such as enterprises failing to implement their main responsibility for work safety and departments and territorial authorities failing to fulfill their supervision responsibilities. The State Council Office's "Opinions" focuses on the current pain points, difficulties, and prominent problems in the fireworks and firecracker industry and puts forward 20 specific measures in a targeted manner, further innovating means, closing loopholes, sustaining efforts, and strengthening supervision.
First, in response to prominent problems such as weak work safety foundations in fireworks and firecracker enterprises, low mechanization of production, poor management levels, and weak information management capabilities, it emphasizes requiring enterprises to deepen benchmarking transformation and upgrading, improve mechanized and automated production levels, enhance information-based and digital management capabilities, establish and implement an enterprise elimination and exit mechanism, and resolutely close enterprises that do not meet work safety conditions in accordance with the law.
Second, in response to problems such as the mismatch between fireworks and firecracker business site placement and "ban or restrict discharge" policies in some areas, and cross-regional delivery by wholesale enterprises, it requires all localities to scientifically formulate and dynamically improve business site placement plans, reasonably establish wholesale enterprises and retail stores (points), and clarify the sales and delivery areas of wholesale enterprises in light of actual conditions.
Third, in response to new situations and new problems such as online sales and offline delivery of fireworks and firecrackers, it clarifies that relevant departments should take targeted safety control measures, emphasizes compacting the main responsibility of internet platform enterprises, prohibits individuals from publishing online sales information for fireworks and firecrackers, and requires deep digging, thorough investigation, tracing to the source, and serious investigation and punishment of illegal and unlawful clues.
Fourth, in response to the problem of enterprises illegally producing and operating substandard or prohibited products in order to seize markets and pursue profits, it emphasizes carrying out quality supervision spot checks on fireworks and firecrackers in accordance with the law, strictly prohibiting the production and operation of products that exceed explosive content or specifications and do not conform to mandatory national standards, and at the same time accelerating the phase-out of personal discharge products with high safety risks.
Fifth, in response to problems such as enterprises failing to implement their main responsibility for work safety and actual controllers evading accountability, it clarifies that for those who fail to perform safety management duties and cause accidents, the legal responsibility of the principal responsible persons (including legal representatives, actual controllers, and actual responsible persons) shall be pursued in accordance with the law under the principle of "whoever invests, benefits, and is responsible."
Sixth, in response to the problem of low illegal costs for enterprises, it proposes strengthening the linkage between administrative and criminal enforcement for illegal and unlawful acts caused by subjective malice, such as exceeding personnel limits, exceeding explosive content, exceeding licensed scope, and arbitrarily changing the use of workshops and warehouses, and transferring suspected crimes to judicial organs in accordance with laws and regulations to pursue criminal responsibility.
Seventh, in response to problems such as the complex and arduous task of "cracking down on illegal activities" in fireworks and firecrackers and unclear responsibilities in some areas, it clarifies the need to compact local people's governments' responsibility for the "crackdown on illegal activities and violations," strengthen interdepartmental information sharing, joint law enforcement, and administrative-criminal linkage, and severely crack down on illegal and unlawful acts.
In response to other prominent problems, the "Opinions" also clearly sets out new control requirements and specific measures in a targeted manner and proposes a series of hard and practical measures. Thank you!
Reporter from Legal Daily:
In response to the problem of "lenient, lax, soft, and nominal" safety supervision and law enforcement exposed in some accidents, what measures will the Ministry of Emergency Management take to improve the quality and effectiveness of supervision and law enforcement? Thank you.
Yu Dexuan, Safety Production Supervision Commissioner of the Ministry of Emergency Management:
Thank you for your question. In response to the problems exposed by several major and especially serious accidents this year, we have promoted stricter safety supervision and law enforcement with unprecedented determination and measures, and resolutely rectified problems such as "lenient, lax, soft, and nominal." First, in the central work safety assessment and inspection work, a special inspection team for supervision and law enforcement was specially established to strictly investigate "letting things slide" in supervision and law enforcement, seriously urge relevant regions and departments to fulfill safety supervision responsibilities, and continuously improve the intensity of safety supervision and law enforcement. Second, together with relevant departments, we carried out "crackdown on illegal activities and violations" in key industries and sectors and vigorously advanced the linkage between administrative and criminal enforcement in work safety. Third, we increased notifications, interviews, and exposure, and continuously strengthened supervision and effectiveness evaluation of law enforcement work in all regions. These measures are highly targeted and forceful. In the second and third quarters of this year, the number of major accident hidden dangers found per thousand inspections increased significantly year on year. At the same time, hard measures such as "dual punishment for one case," suspension of production and business for rectification, and administrative-criminal linkage were taken in accordance with the law, and law enforcement intensity was noticeably strengthened.
Next, we will conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, follow the requirements of the national video conference on work safety, always adhere to the strict tone, and continuously promote improvement in the quality and effectiveness of safety supervision and law enforcement. On the one hand, we will strictly compile and execute annual law enforcement plans. In August this year, the Ministry of Emergency Management revised and issued the Measures for Compiling Annual Work Safety Supervision and Inspection Plans, improving aspects such as optimizing plan compilation, perfecting inspection content, full-process online law enforcement, and strengthening supervision at the law enforcement level. For enterprises with high risks such as mining, hazardous chemicals, fireworks and firecrackers, and metal smelting, inspection frequency will be appropriately increased, and inspections of high-risk enterprises will be strengthened. For serious illegal and unlawful acts discovered during inspections, strict measures will be taken in accordance with the law to enhance the deterrent effect of law enforcement. On the other hand, we will continue to compact supervision and law enforcement responsibilities. We will continue to increase work in key industries and sectors such as "crackdown on illegal activities and violations," administrative-criminal-disciplinary linkage in work safety, and special inspections of supervision and law enforcement. We will strengthen supervision and guidance for all regions. For regions with weak law enforcement, we will adopt measures such as notifications, interviews, and on-site supervision. Where major accident hidden dangers are not punished in accordance with the law and law enforcement is not in place, we will urge reverse accountability investigations and seriously pursue accountability, prevent "lenient, lax, soft, and nominal" supervision and law enforcement at the source, strive to make illegal enterprises afraid to violate the law, enable lawful enterprises to develop safely, and effectively protect people's lives and property. Thank you!
Reporter from Cover News:
We have noticed that this year's intermediate registered safety engineer professional qualification examination will soon be held. What is the current development status of the intermediate registered safety engineer professional qualification? What policy requirements are there for the allocation and use of registered safety engineers? Thank you.
Sun Wende, Safety Production Supervision Commissioner of the Ministry of Emergency Management:
Thank you for your attention to the work of registered safety engineers. The intermediate registered safety engineer talent team is an important part of China's professional work safety talent team. After 20 years of development, the results have been very remarkable. In particular, it has provided important technical support for the progress of China's work safety cause. Since the first national unified examination in 2004, 21 examinations have been organized so far, and the cumulative number of people who have obtained the intermediate registered safety engineer professional qualification has reached 716,000. This year, enthusiasm for applying for the intermediate registered safety engineer examination has continued to rise, increasing nearly 10 times compared with the first examination in 2004. With increasing social recognition, the intermediate registered safety engineer professional qualification examination has entered the ranks of the country's large-scale professional qualification examinations.
The relevant policy development for registered safety engineers has gone through four milestones: First, legal revision established it. The Work Safety Law revised in 2014 established for the first time the legal status of registered safety engineers, clearly stipulating that enterprises in high-risk industries should be equipped with registered safety engineers to engage in work safety management; the Work Safety Law revised in 2021 clarified corresponding penalties for production and operation units that do not employ registered safety engineers.
Second, classified management innovation. The Measures for the Classified Management of Registered Safety Engineers issued in 2017 clearly stipulated the grading, classification, allocation, and use of registered safety engineers, requiring that among work safety management personnel in units producing and storing dangerous goods and in mining units, the proportion of intermediate or above registered safety engineers should reach about 15%, and increase year by year.
Third, comprehensive optimization of the professional qualification system. In 2019, the Provisions on the Professional Qualification System for Registered Safety Engineers were issued, clarifying the practice scope of registered safety engineers: work safety management, work safety technology, production safety accident investigation and analysis, safety assessment and evaluation, consulting, demonstration, testing, inspection, education, training, and so on.
Fourth, strengthened use in professional service institutions. This year, the Ministry of Emergency Management promulgated and implemented the Measures for the Administration of Safety Evaluation and Testing and Inspection Institutions and the Qualification Conditions for Safety Evaluation Institutions. In these documents, it is clearly stipulated that personnel who have obtained intermediate or above registered safety engineer professional qualifications are among the personnel conditions supporting the qualifications of safety evaluation institutions, and the allocation ratio of intermediate registered safety engineers has been further increased.
The implementation of this series of policies has further enabled registered safety engineers to meet the requirements of production and operation units in various industries for professional talent and capabilities in work safety management, and has further given play to the technical support role of registered safety engineers. In addition, a large number of registered safety engineer firms in society and professional technical service institutions with registered safety engineers as core backbone personnel are also accepting commissions from small, medium, and micro enterprises to assist enterprises in carrying out safety management work. To a certain extent, this makes up for the shortcomings and weaknesses of small, medium, and micro enterprises, such as lack of safety management personnel and insufficient professional capacity, and helps small, medium, and micro enterprises better improve their work safety management level. Thank you!
Reporter from Xinhua News Agency:
The "Opinions of the General Office of the State Council on Further Strengthening Whole-Chain Safety Supervision of Fireworks and Firecrackers" put forward clear safety supervision requirements for links such as the production, storage, operation, transportation, and discharge of fireworks and firecrackers. How will the Office of the Work Safety Committee of the State Council promote implementation? Thank you.
Zhang Xinglin:
Thank you for your question. The "Opinions" focus on prominent problems in the industry, further clarify the safety supervision requirements of each link and the safety supervision responsibilities of all parties, aiming to weave a tight and strong "protective net" for whole-chain safety supervision of fireworks and firecrackers, severely rectify illegal and unlawful acts, and resolutely contain major and especially serious accidents. The Office of the Work Safety Committee of the State Council will fully give play to its role in overall coordination and guidance and will do a good job in implementing the "Opinions" from five aspects.
First, strengthen organizational leadership and refine specific measures. At present, the Ministry of Emergency Management, together with relevant departments, is formulating detailed measures and responsibility division for the key tasks of the "Opinions" at the national level. Next, it is planned to be issued and implemented in the name of the Office of the Work Safety Committee of the State Council, promoting all regions to promptly organize and formulate specific implementation plans for the "Opinions," and ensuring that the implementation of all measures has practical and effective handles.
Second, strengthen interpretation and training and compact the responsibilities of all parties. We will promote all regions to organize publicity and training for enterprise employees and government supervisors, guide enterprises to proactively investigate and rectify hidden dangers and improve their capacity for compliant operation, guide supervisors to conscientiously perform their duties and improve the quality and effectiveness of safety supervision, and further compact enterprises' main responsibility, departments' supervision responsibility, and territorial management responsibility.
Third, strengthen publicity and guidance and create a good atmosphere. We will promote all regions, especially main production areas, to continuously increase publicity efforts, publicize fireworks and firecracker safety knowledge in all directions, through multiple channels, and in multiple forms, carry out warning education through typical cases, educate and guide the public to safely purchase, store, and discharge fireworks and firecrackers, encourage the public to actively report illegal and unlawful acts, and enhance the safety prevention awareness of the whole society.
Fourth, strengthen departmental coordination and form a joint regulatory force. We will regularly organize relevant departments to conduct special consultations and assessments, refine task division, ensure work measures are implemented effectively, and guide all regions to strengthen whole-chain deep digging and thorough investigation, tracing to the source, information notification, clue transfer, joint law enforcement, and coordinated investigation and handling of illegal and unlawful acts discovered in supervision and law enforcement work.
Fifth, continuously track effectiveness and strictly pursue accountability. We will increase tracking, scheduling, and supervision and inspection efforts, regularly notify relevant situations and analyze existing problems, promptly notify and interview departments and regions with slow work progress and unfulfilled responsibilities, and include the implementation of the "Opinions" in the important content of central work safety assessment and inspection. Thank you!
Reporter from People's Daily Overseas Edition:
Recently, the Ministry of Emergency Management, together with the General Administration of Financial Supervision and the National Mine Safety Administration, issued a notice on work safety liability insurance for 2026. Could you introduce the relevant situation? How will the accident prevention service role of work safety liability insurance be better brought into play next? Thank you.
Sun Wende:
Thank you for your attention to work safety liability insurance. The work safety liability insurance system is an important economic policy and legal measure determined by the Party Central Committee and the State Council in the field of work safety. It has the functions of economic compensation and accident prevention. The core advantage of this system is to give play to the role of insurance institutions in participating in safety risk assessment, control, and accident prevention. It should be said that this is an effective means of helping enterprises improve their work safety management level.
Recently, in order to further give play to the advantages of the work safety liability insurance system, the Ministry of Emergency Management, the General Administration of Financial Supervision, and the National Mine Safety Administration jointly issued the "Notice on Precisely Carrying Out Work Safety Liability Insurance Accident Prevention Services in 2026 to Help Enterprises in Key Industries and Sectors Improve Work Safety Management Level." The "Notice" mainly focuses on key industries and sectors such as mining, hazardous chemicals, fireworks and firecrackers, and metal smelting, and makes arrangements in four aspects:
First, precise services. In response to the key regulatory priorities in the field of emergency management, the items and content of accident prevention services are refined and optimized by industry, achieving "tailored measures for enterprises and services according to needs."
Second, increase funding input. Insurance institutions are urged to increase the budget proportion for accident prevention services, strictly select third-party service institutions, and maximize the benefit of the use of accident prevention service funds.
Third, ensure insurance coverage as much as possible and improve quality and expand coverage. All high-risk enterprises are required to achieve full insurance coverage by the end of the year. At the same time, production and operation units in other high-risk industries and sectors are encouraged to purchase work safety liability insurance, so that accident prevention services of work safety liability insurance can benefit more enterprises.
Fourth, incentives and constraints. Carry out assessments of accident prevention services, reward the excellent and penalize the poor, strengthen publicity and guidance, promote excellent cases, and create a good atmosphere of social co-governance.
To promote the full implementation of the work safety liability insurance system, next we will focus on five tasks:
First, win the "tough battle" of accident prevention investment. Urge and guide all localities to vigorously implement budget targets. Within three years starting this year, the accident prevention investment budget of all localities must reach 20%, and by the end of this year, accident prevention service expenditure must reach at least 10%.
Second, vigorously promote the "innovation battle" of service organization methods. Innovate the organizational model of accident prevention services, improve service quality, and let precise prevention services help enterprises' work safety.
Third, continuously deepen the "positional battle" of information system construction. Adhere to "data is king," accelerate the upgrading and transformation of provincial work safety liability insurance information systems, and realize online monitoring of accident prevention services.
Fourth, deeply advance the "implementation battle" of system execution. Vigorously publicize and promote the implementation measures for work safety liability insurance and the five work safety liability insurance accident prevention service standards issued this year, so that systems and standards are implemented and effective.
Fifth, fight a "combined punch" of assessment guidance and typical demonstration. On the one hand, strengthen the "baton" role of central work safety assessment and inspection, and conduct interviews, notifications, and point deductions for regions and units lagging behind in work. On the other hand, give play to the demonstration and driving effect, establish a positive incentive bonus point mechanism, guide all regions to continuously innovate organizational models, improve service quality, and enable work safety liability insurance to achieve "overall results" through "blooming at selected points." Thank you!
Reporter from PHOENIX TV:
We know that the fourth quarter is the peak season for fireworks and firecracker production and operation. What measures will the Ministry of Emergency Management take to strengthen safety supervision and prevent and contain accidents in this area? Thank you.
Zhang Xinglin:
Thank you for your concern about fireworks and firecracker safety work. As you said, the current period is the peak season for fireworks and firecracker production. Affected by several typical accidents this year and changes in market supply and demand, the phenomenon of illegal and unlawful production and operation of fireworks and firecrackers has rebounded in some areas. This year's peak-season work safety work faces unprecedented pressure, and the tasks of safety supervision and "cracking down on illegal activities" are extremely complex and arduous. The Ministry of Emergency Management has deeply assessed the work safety situation and characteristics of fireworks and firecrackers in this year's peak season, focused on the prevention and control of major safety risks, and promoted all regions to implement targeted safety control measures during key periods. It mainly adopted measures in four aspects.
First, thoroughly implement the "Opinions of the General Office of the State Council on Further Strengthening Whole-Chain Safety Supervision of Fireworks and Firecrackers." On September 29, a national video conference on fireworks and firecracker safety production was held to analyze the main existing problems, assess the peak-season safety situation, and make arrangements for key safety supervision work.
Second, continue to advance the whole-chain special campaign to "crack down on illegal activities and violations." Together with relevant departments, guide all regions to focus on prominent problems in the links of production, operation, storage, transportation, and discharge of fireworks and firecrackers and in product quality, and severely crack down on illegal and unlawful acts such as the production and operation of substandard or prohibited products, the illegal production, operation, and transportation of fireworks and firecrackers, and online sales with offline delivery.
Third, strengthen safety risk reminders at different stages of the peak season. During the period from now to next year's Lantern Festival, in response to the characteristics of different periods such as concentrated production, concentrated transportation, concentrated sales, and concentrated discharge, deeply analyze and assess safety risks in different regions, promptly send point-to-point "Work Safety and Disaster Prevention and Mitigation Risk Reminders," guide and urge all regions to strengthen targeted control measures, and strictly prevent various accidents.
Fourth, further strengthen unannounced inspections in key areas and during key periods, use the safety risk monitoring and early warning system to carry out online spot checks, track and promote local implementation of rectification, follow-up law enforcement, and accountability for discovered problems and hidden dangers one by one, and draw inferences from one case to strengthen hidden danger investigation and rectification, resolutely preventing various accidents and related serious incidents. Thank you!
Shen Zhanli:
Today's press conference is now over. Thank you to all the speakers and all the journalist friends. Goodbye!
