Under the broader context of the Healthy China strategy and the deepening development of the Guangdong-Hong Kong-Macao Greater Bay Area, on September 21, the 2026 Bay One Conference and the Greater Bay Area International Healthcare Industry Exchange and Cooperation Summit was held in Shekou, Shenzhen. Against the major trends of accelerating aging and upgrading resident health demands, commercial health insurance is becoming an important component of the multi-tiered medical security system, and medical-insurance integration has become a key direction for industry development. The Guangdong-Hong Kong-Macao Greater Bay Area has a high degree of medical openness and active cross-border medical demand, making it fertile ground for exploring medical-insurance collaboration. Zhu Yougang, Party Committee Secretary, Chairman, and Chief Executive Officer of Ping An Health Insurance; Party Committee Secretary and Chairman of Peking University Healthcare; and Chairman of Ping An Health Medical Technology Co., Ltd. (referred to as: PA GOODDOCTOR), attended the summit and delivered a keynote report titled "Integrated Medical-Insurance Collaboration, Co-building for Mutual Success." Zhu Yougang shared his insights from four dimensions: Ping An Insurance's industry layout, medical-insurance cooperation opportunities, cooperation principles, and co-construction pathways. He pointed out that Ping An Insurance is committed to building a cooperative ecosystem network for customers' full-scenario medical and health services. The market space for medical-insurance collaboration is broad, and clinic network co-construction is precisely the key vehicle for translating industry opportunities into actual business. In 2025, Ping An achieved health insurance premium income of 159 billion yuan. According to estimates, insurance liabilities (health management) and complimentary benefits correspond to a combined medical and health service demand of approximately 50 billion yuan. Combined with an annual claims fund pool of nearly 250 billion yuan and an enterprise health management scale of approximately 40 billion yuan, the market space for medical-insurance collaboration is vast. The needs of commercial insurance customers for chronic disease management, outpatient follow-ups, and laboratory examinations are precisely the advantageous track for primary clinics, capable of bringing business increments to clinic partners. He proposed that clinic network co-construction must adhere to three basic consensuses and two collaborative management mechanisms: adhering to clinical standards, strictly maintaining quality and safety, and optimizing service experience; ensuring data security and implementing dynamic tiered co-construction. The project will advance in an orderly manner through four stages: application and assessment, contracting and onboarding, pilot operation, and scaled co-construction. He stated that clinic network co-construction will build a four-party collaborative primary healthcare service ecosystem: Peking University Healthcare will contribute clinical pathways, quality control systems, and expert talent resources to promote the downward extension of high-quality medical capabilities; PA GOODDOCTOR will contribute digital capabilities, product co-creation, and operational support to connect the Wuxi Online Offline Communication Information Technology Co., Ltd. service chain; Ping An Health Insurance will provide commercial insurance payment, medical direct payment networks, and customer benefits design to innovate diversified payment models; and partner clinics and community medical institutions will be responsible for on-the-ground service delivery, continuously enhancing patient experience. All parties will adhere to the parallel principles of standards and empowerment, opening resources to cooperating institutions in a tiered manner, ultimately enabling more people to access professional, continuous, and accessible health services at their doorsteps. During the summit's cooperation ceremony segment, PA GOODDOCTOR, Peking University Healthcare, and Zhengsuojie held the launch ceremony for "In-Depth Cooperation on Medical-Insurance Integration and Clinic Network Co-Construction" and jointly signed the "Framework Agreement on In-Depth Cooperation for Clinic Network Co-Construction and Medical-Insurance Integration." Wu Dongliang, General Manager Assistant of Peking University Healthcare; Wu Hongliang, General Manager of the Pharmaceutical and Medical Device Business Department of PA GOODDOCTOR; and Chen Zhilin, representative of Zhengsuojie, signed the agreement on behalf of the three parties, with representatives of the ten first-batch intended institutions jointly participating in the project launch. According to the agreement, the three parties will cooperate around clinic network establishment, medical capability collaboration, medical-insurance integration exploration, and industry capability building. Peking University Healthcare will select the highest-quality clinic institutions on the market for cooperation, build collaborative networks in key cities and key specialties, and recruit development-oriented partners from the industry, jointly transforming the service needs of Ping An's over 253 million customers into accessible professional medical and health services at people's doorsteps. This will promote deep integration of high-quality services with commercial insurance scenarios, explore practical models of commercial insurance linking with primary clinics, bring professional, accessible, and warm medical-insurance collaborative services to more communities and families, inject new momentum into improving the multi-tiered medical security system and promoting the coordinated development of commercial insurance and primary healthcare, and explore replicable and scalable new pathways for the integrated development of commercial insurance and clinic networks.
